C. Agriculture 4. Conservation Practices in Watershed The Ohio EPA’s Water Pollution Control Loan Fund (WPCLF) offers landowners below market interest rate loans for agricultural practices and equipment to improve water quality. The Darby Watershed has had an active low interest loan program since the spring of 1995. There have been a total of 81 low interest loans. Figure 51 defines which counties have enrolled in the program and Figure 52 explains the types of practices utilized.
